JOB SUMMARY
Responsible for planning, organizing, staffing, directing and controlling the activities of the Human Resources Department including planning and acquisition, organization and job design, organizational development, training and development, personnel information system, documentation, compensation/benefits, union/labor/employee relations, employee assistance/counselling, attendance control and human resources policy formulation, in order to contribute to the attainment of the company’s goals and objectives.
OPERATIONAL
1. Determines the organization’s major HR needs, strategies and policies; serves as a professional consultant to line units on all aspects of Human Resources acquisition, development and maintenance.
2. Oversees the proper design and evaluation of jobs in the organization including the timely preparation of job descriptions.
3. Upon recommendation of the Division/Department Manager concerned with the changes/improvements in the concerned department/division.
4. Reviews training needs and ensures that identified needs are corrected through planned learning in order to help develop the key competencies which enable individuals to perform current or full-time jobs.
5. Oversees the proper documentation of personnel movements (supervisory level and above) i.e. hiring, regularization, transfer, lay-offs, promotion and related matters and that personnel information base are up to date and accurate to serve as a good source for management in making decisions.
6. Provides vital inputs in the administration of wage and salary programs to different employee groups.
7. Oversees proper administration and implementation of sound compensation/benefits programs to various employee groups in accordance to Collective Bargaining Agreement (CBA) contracts, government mandated laws and job evaluation result.
8. Renders advice to other departments/divisions on clarifications/settlement of inquiries, problem, complaints/grievance about personnel matters and employer-employee relationships.
9. Ascertains that CBA contracts are followed by both parties and that labor laws/standards are adhered to by the company.
10. Together with the Employee Relations Manager, represents management in CBA negotiations, labor management dialogues and grievances.
11. Ensures the implementation of appropriate disciplinary action to erring employees.
12. Reviews and publishes, Human Resources policies, procedures and programs that will serve the requirements of the company.
13. Reviews and approves al accomplishments, works and reports of all departments in the division.

- with Related Work Experience
- preferrably with Retail Experience
