Monitoring and Evaluation Manager

COORDINATION:

With all the Managers of W&L Philippines & TPA, Community Development Officers, GIS Officer 

SPECIFIC TASK AND RESPONSIBILITIES:

 As Research Officer working in the branch office, her/his responsibility shall include but not limited to the following:

 

  1. Preparation of the surveys
  • Coordinate with BM W&L and BM TPA for the social preparations for surveys and studies to be conducted in the area.
  • In charge in conducting prospections, pre surveys and baseline surveys with clearly established
  • internal procedures; Establish the Action Plan regarding the priorities of TPA opening areas before submitting it to M&E Manager and TPA and W&L Programs Managers;
  • Contributes to developing research project proposals and helps in the data gathering and analysis, conference aide memoires and papers;
  • Update all working file done in the Internal Philippine M&E study drive.
  • Contextualize questionnaire and all the tools to the different areas before starting the survey on the field. This can cover such themes as water, sanitation, hygiene/health, environment, fire prevention and fire-fighting, first aid etc.
  • Adjust questionnaires based on the the data gathered and adjust questionnaire skip if nexessary.
  1. Management of a team
  • Manage core team and Field enumerators every day of doors to doors surveys: daily presence, monitoring and review of the different questionnaires throughout the survey days on the field.
  • Check that the questionnaires are well filled.
  • Manage team of encoders that will encode data of the surveys and make sure data entry in Sphinx is correct and corresponds to the data in the questionnaire.
  • Validate data checking and do the data cleaning with the support of the Research Coordinator.
  1. Training
  • Develops comprehensive, appropriate & empowering training tools and plan for the field enumerators and the encoders, according to the needs established(often times, training module is already available)
  • Supports and provides input for the training program of the surveyors and encoders for the enhancement of their skills and effectiveness.
  1. Logistic
  • Projects necessary materials, and is in charge in procurement of all necessary materials before the field work starts including Covid protection kits.
  • Estimate the best transportation timewise and cost of the field enumerators, encoders and support staff for the team during the days of survey.
  • Facilitate all CoVID -19 antigen test for all field enumerators and ensure all enumerator deployed are negatively tested.
  1. Coordination & Representation
  • Coordinates with the local administrative authority regarding the different schedule for the surveys, ask authorization and also collect information regarding their activities in order to get inputs, and advice if that may affect the TPA/W&L surveys and activities;
  • Coordinates with the different associations and leaders on the different areas regarding the
  • different schedule for the surveys and ask for authorization;
  • Represent the organization to all stakeholders and people she/he will meet on the field;
  • Coordinate implementation of data collection plans with the head office;
  • Assists in developing knowledge products, organizing learning events, workshops and other
  • knowledge exchange platforms;
  • Attending M&E Coordination and Branch Coordination meetings and lending a hand in minutes and planning.
  • Make sure that all internal process are being followed.

 

  1. Data Analysis, Mapping and Reporting
  • Report and updates the M&E Manager about the ongoing surveys on the field, challenges and support needed in timely manner.
  • Report concerns and issues and discuss actions to be taken;
  • Deliver to the M&E Manager the analysis of all studies done in the area assigned with the agreed deadline.
  • Collects data and other documents; and summarizes information for the research project.
  • Collects GPS Points for area boundaries and create a simple map with the coordination with the GIS Officer.
  1. Financial Responsibilities
  • Prepare monthly budget forecast for the area assigned
  • Responsible for all financial request done before every activity or studies conducted.
  • Responsible for timely liquidation of all fund requests.

Others:

  • Employee shall additionally render such other and unrelated services and duties as may be assigned to her/him from time to time by employer;
  • Strong presence on the field.

 

 

JOB QUALIFICATION

Requirements:

Education:

Bachelor’s Degree in Community Development, Development Studies, or other related field in social sciences;

 Experience: Experience in undertaking research work and producing quality

research output is an advantage but necessary. Open for new/fresh graduates.

Skills:

The applicant must demonstrate the following skills and attributes:

  • Familiarity to both quantitative and qualitative research methods;
  • Experience/and or good familiarity with data gathering methodologies such as but not limited to Focus Group Discussions, Key Informant Interviews.
  • Has a Social studies or community development research background;
  • Computer skills (pack office and if possible Sphinx).
  • Autonomous, flexible and responsible;
  • Willing to undergo training and can communicate needs and support needed.
  • Fluent in English (speaking and writing);
  • Knowledge in management, coordination and supervisory experiences may be required
  • Preferably with basic knowledge of Sphinx Statistical software and QGIS but not requirement.

Tubig Pag Asa(TPA) is a local water small-scale operator with a social concern focusing on access to current water for people living in depressed urban neighborhoods of the Philippines. TPA builds-up sustainable networks, supplies families with water and collects the payments, installs fire-hydrants in the middle of the shantytowns. Its goal is to lower the cost of water as well as offering an access to current water. TPA staff includes 6 qualified permanent staff members. The team covers the fields of competence necessary for successful development and management of water networks in urban depressed areas.
 
Water & Life Philippines(W&L Phils) is a Filipino non-profit organization which gives support to TPA, organizes trainings on health, environment and public sanitation for the local population and works on empowerment of the communities. W&L Phils’ aim is to sustain the development of the communities in which TPA already works, to support and ease running water distribution and maximize its associated benefits for the communities. W&L Phils’ staff includes 1 qualified permanent staff member who covers the fields of competence necessary for contribution to communities training and empowerment.
 
W&L Phils is networking with the French NGO Eau et Vie (E&V), which also conducts such projects in Bangladesh.
