A. JOB OBJECTIVES
1. To operate on strategic level of purchasing by regularly monitoring price trend of major raw and packaging materials, utilities & foreign exchange and other factors that would influence price movement
2. To regularly monitor the contract quantity coverage and ensure sufficient coverage and protection for projected price increase; monitor and take advantage of potential price reduction
3. To conduct regular coordination and update meeting with suppliers on latest trend regarding supply and demand and other factors that could impact availability
4. To manage purchasing and coordination of needed material and services including outsourcing activities & export requirements and technical & engineering materials
5. To coordinate with Supply Chain Management, Operational Purchasing, R&D and QA for alignment of activities and continuous improvement
B. TASK AND DUTIES
1. Confers with Supply Chain Management for the volume requirement within a set of horizon – monthly and/or yearly.
2. Reviews operational inputs such as machine capabilities and limitations, sequence of production with right product mix combination and manning requirement for coordinated purchasing and warehouse direction and strategies
3. Development of recommended inventory policies and procedures
4. Determination of workable materials inventory levels and establishment of economic order quantities.
5. Facilitate raw material importation including monitoring of government requirements & updates to clear goods; facilitate FG export to affiliate companies including compliance to government requirements both from origin and to its destination
6. Realization of cost savings potentials by streamlining operations, benchmarking and initiating continuous improvement activities.
7. Development of Material Requirement Plan based on updated beginning Inventory, Open PO, Master Production Schedule and target ending Inventory.
8. Establish development selection and evaluation of suppliers and conducts supplier audit when necessary to re-affirm commitment to food defense
9. Manages procurement of materials from approved suppliers
10. Directs and oversees activities of the Purchasing Specialist
11. Checks evaluates, monitors and motivates the performance, efficiency and attendance of the staff, if any, taking the necessary and prompt action to comment on good performance or correct poor or substandard performance and transfers, suspends, lays off, recalls or discharge employees, or otherwise imposes disciplinary action on subordinates.
12. Responsible for the training needs analysis and other development plans for the future career growth of all staff.
13. Responsible for making presentations and consultations involving the department’s goals, objective,s and future directions.
14. Lay down and/or executes management policies and guidelines affecting area of responsibility.
15. Performs other related functions and duties which may be assigned from time to time as the exigencies of the service may require.
QUALIFICATIONS AND EXPERIENCE
· Bachelor’s degree in Business administration, Engineering or any related courses;
· Experience as a purchasing manager or in a similar position;
· Deep knowledge of inventory and supply chain management;
· Supervisory and management experience;
· Excellent time management skills and organizational skills;
· Great attention to detail, goal-oriented, process driven;
· Excellent communication skills, both written and verbal;
· Must be proactive and self-starter;
· Exhibits professional discretion.
