JOB DESCRIPTION

1. Administrative and Clerical Support

Facilitate CVA administrative process flow:

Prefunding Process

  • Preparation of pertinent documents for incoming disbursement requests from implementing units/services
  • Secure Prefunding Payment and Prefund Certifications/ Acknowledgement Receipt of Prefund (deposit slips, wire transfer)
  • Generate/Record Batch Codes

Reconciliation Process

  • Follow up implementing units and/or chapters for the submission of cash distribution documents (payroll sheets, award distribution sheets, reconciliation sheets)
  • Reconcile every cash distribution transaction
  • Prepare received cash distribution documents for submission to accounting office

Settlement and Refund Process

  • Compiles reconciliation forms
  • Coordinates with FSP settlement and refund requests
  • Follow up Refund Payment and facilitate issuance of official receipts and acknowledgement receipts of refund payment
  • Secures Certification of Completion

Payment of Service Charges

  • Follow up Financial Service Providers (FSP) for monthly billing of cash transactions
  • Processing of service charges in accordance to accounting policies
  • Facilitate deposit of payment and follow up issuance of official receipts

Maintains a systematic filing and proper indexing of all CVA documents (prefund payments, payrolls, reconciliation forms, billings, payment of service charges

Proactively support unit head and technical officer in the administrative part of their conduct of service delivery

2. Service Delivery

  • Implement Cash and Voucher Assistance in accordance to the PRC CVA Standard Operating Procedures and Guidelines across the country
  • Contribute to the updating and revision of CVA SOP and Guidelines as needed

3. Coordination

  • Coordinates with all key persons in the CVA implementation process flow
  • Work closely with different unit heads, OMS technical officers, other NHQ departments, chapters for updates regarding disbursement orders, cash distribution documents, accounting documents
  • Coordinates with Financial Service Providers on Pre-Notification, Request for Bank Accounts, Payout Requests, Payment of Service Charges, Settlement and Refund requests and other concerns

4. Monitoring and Reporting

  • Manages the Cash 3Ws for Annual Counting Cash
  • Manages PRC - FSP Database
  • Consolidates monthly CVA transactions Monitoring

5. General

  • Performs other task delegated by the unit head and Manager of Disaster Management Services
  • Comply with PRC's policies and practice with respect to code of conduct, safety and security, thematic issues, other relevant policies and procedures

 

JOB QUALIFICATION

 

Qualifications/Minimum Education:

  • Bachelor's Degree in any 4-year course or relevant bachelor and university degree
  • Experience as a Philippine Red Cross staff member or volunteer preferred (or with similar humanitarian/international organization)
  • Preferably with at least one (1) year professional working experience related in the field of disaster management
  • Prefers skills in project administration, project report preparation and communication, basic accounting, office filing system and secretarial work.
  • Excellent communication and influencing skills
  • Proficient use of software programmes - MS Office Suite, Google Sheets, Docs etc
  • Experience with implementing and reporting DM programs and activities desirable
  • Good written and verbal communication skills
  • With leadership quality and ability to manage multiple tasks and well organized
  • Ability to transfer knowledge and build staff capacity
  • The capacity and willingness to be extremely flexible and accommodating in difficult working circumstances
  • Must have a sense of responsibility and liability
  • Builds and maintains effective relationships, with the team, colleagues, beneficiaries, and external partners and stakeholders
  • Collaborates with team members to achieve shared outcomes
