JOB DESCRIPTION

Purpose:

The Information Management (IM) Technical Officer will support the DMS and the DM Manager in its IM functions to facilitate the effective and efficient operation of the department’s IM system.

The IM Technical Officer is specifically responsible for designing and implementing the department’s information management strategy to analyse and disseminate information within and outside of the department. Where information gaps exist, the IM technical Officer may help set up primary data collection systems and organize needs assessments, which may also involve other stakeholders.

Responsibilities:

1. Data Management support

  • Draft and manage the information management strategy including the internal management of information within the department, document management, flows of information and discovery of data/information- and define operational and funding requirements for the implementation of the strategy.
  • Identify new information and data requirements needed to support operations and programs
  • Manages the DMS databank by classifying, collating and storing information, usually using computer application, for easy access and retrieval, including archiving finished/old data/records, and updating it as needed.
  • Consolidates and finalizes monthly, annual, and other required DMS and PRC reports, compiled from the other unit heads, and submits in a timely manner to the DMS Manager
  • Facilitates or releases needed DMS information

2. Coordination and Representation

  • Support the promotion of data and information sharing within the organization and external partners and stakeholders, including attending events, and submission of periodic reports.
  • Work closely with the different unit heads to ensure consistency and interoperability between data sets

3. Personnel Management and Capacity Building

  • Provide training to unit staff with regards to managing records as well as collection, analysis, and maintenance of data.
  • Improves or troubleshoots applications utilized in IM, and trains other staff in the usage of these
  • Facilitate and conduct meetings and workshops as required

4. General

  • Comply with PRC’s policies and practice with respect to code of conduct, safety and security, thematic issues, other relevant policies and procedures

JOB QUALIFICATION

  • Education to BSc/BA/BEng Level in information technology, demography, statistics, or related field. Master’s degree is an advantage.
  • Experience as a Philippine Red Cross staff member or volunteer preferred (or with similar humanitarian/international organization)
  • A minimum of three years of relevant work experience in IM or related projects is an advantage.
