Purpose:

To ensure adequate and available supply of safe and quality blood at the Blood Center in response to the requirements of patients in need of transfusion

Responsibilities:

• Oversees operation of the Blood Center and ensure that policies and guidelines are strictly complied with.
• Provides technical support to Chapter Blood Services Facilities through:
  • Training
  • Monitoring and ensuring compliance to standards
  • Quality auditing performances
  • Assisting chapter Blood Service Facilities with Mass Blood Donations
• Formulates plans and programs relative to
  • The prescribed day-to-day operations of the Blood Center
  • Developmental aspects of the Blood Center to include research
• Provides technical support to the National Blood Services as a result of:
  • Evaluation of reagents and supplies
  • Quality assurance program
• Periodically checks, reviews, updates the operational viability of his/her supervised centers, blood collecting units/blood stations.
• Ensures that all blood bank equipment, supplies, and facilities are in good operating/serviceable conditions and ready for mobilization whenever required.
• Performs the physical examination of donors in Blood Centers or during mass blood donations.
• Provides counseling for donors who are positive on different communicable disease.
• Represents Philippine Red Cross in meetings of concern to Blood services, particularly those related to the jurisdiction of Blood Center
• Ensures compliance of chapter Blood Service Facilities to National Headquarters policies and guidelines, e.g.
  • compliance with reporting, remittance, personnel, and equipment requirements
• Provides additional blood supply to chapter Blood Service Facilities  in case of emergency and when necessary.
• Acts as Deputy Quality management Representative (DQMR)
• Monitor all Blood Service Facilities in the region at least once a year
• Submit all daily, monthly, quarterly, and annual reports
• Other assignments that may be assigned from time to time.

• Doctor of Medicine
• Must be a licensed medical practitioner
• Preferably with 3-5 years experience in blood center management
• Will be assigned in Western Visayas Regional Blood Center, Iloilo Chapter
